This amendment documents the use of existing subscribe and publish command strings and data formats for the requesting of and responding to off-line historical data requests using a standardized file-based format.

The purpose for this standard is to provide a streaming data protocol meeting the specific requirements of power systems, which include reliability, security, scalability, bandwidth management, and flexible configuration. Existing protocols do not address all of these requirements. This protocol is intended to supplement or replace existing protocols used for synchrophasor data.
The purpose of this amendment is to document the use of existing data request command strings and response data formats for synchrophasor or other streaming telemetry from IEEE Std. 2664 (STTP) for historical off-line request and response using a standardized file format.
