Preface This is the first edition of CSA TS-5.3, Transportable hydrogen refuelling units . This Technical Specification (referred to as "this Document" from here on) identifies the requirements and minimum standards for the design, manufacture, installation, and operation of portable, transportable, and mobile hydrogen fuelling units. This Document is not a standard and has not been formally approved by a CSA Technical Committee. CSA Group acknowledges that the development of this Document was made possible, in part, by the financial support of Transport Canada. This Document was prepared by the Subcommittee on Portable and Mobile Hydrogen Refuelling. Scope 1.1 Inclusions This Document specifies the requirements and minimum standards for the design, manufacture, installation, and operation of portable, transportable, and mobile hydrogen fuelling units. These systems include a) portable fueling units that can be connected to a compressed hydrogen source such as a multi-cylinder pack, and include a H35 or H70 dispensing nozzle; b) transportable refuelling systems that are intended to be removed from the delivery vehicle or trailer and placed on the ground to perform dispensing operations; c) trailer-mounted fuelling units that are permanently affixed to a stationary wheeled trailer; and d) mobile refuelling units that can deliver hydrogen to vehicles on the road or in the field. 1.2 Exclusions This Document does not apply to a) permanently installed hydrogen refuelling equipment, facilities, stations, and systems; b) the transfer of gaseous hydrogen (GH2) from the GH2 vehicle fuel storage system of one vehicle to the GH2 vehicle storage system of another vehicle; c) the defuelling of hydrogen-powered vehicles; d) listed hydrogen residential fuelling appliances; or e) mobile equipment containing compressed hydrogen or cryogenic hydrogen in the act of being transported or offered for transport in accordance with Transport Canada or U.S. Department of Transportation regulations. 1.3 Conflicts In case of conflict between this Document and federal, provincial/territorial, state, or local regulations, governmental regulations take precedence. 1.4 Pressure terminology All references to pressure throughout this Document are considered gauge pressure unless otherwise specified. 1.5 Terminology In this Document, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Document; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the Document. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application. 1.6 Units of measurement The values given in SI units are the units of record for the purposes of this Document. The values given in parentheses are for information and comparison only.
