Recommended Practice No. SNT-TC-1A: Personnel Qualification and Certification in Nondestructive Testing (2016) Recommended Practice No. SNT-TC-1A provides guidelines for employers to establish in-house certification programs for the qualification and certification of nondestructive testing personnel. Since 1966, employers have used this industry-valued document as the general framework for their NDT certification programs.

This standard establishes the minimum requirements for the qualification and certification of nondestructive testing (NDT) and predictive maintenance (PdM) personnel. This standard details the minimum training, education, and experience requirements for NDT personnel and provides criteria for documenting qualifications and certification. This standard requires the employer to establish a procedure for the certification of NDT personnel. This standard requires that the employer incorporate any unique or additional requirements in the certification procedure.

This ASNT standard establishes the minimum requirements for the qualification and certification of nondestructive testing (NDT) and predictive maintenance (PdM) personnel.

Cette Norme Européenne établit les exigences minimales de qualification et de certification du personnel impliqué dans les essais non destructifs (END), les contrôles non destructifs (CND) ou les évaluations non destructives (END) dans l’industrie aérospatiale, fabrication, prestations, maintenance et révision. Pour les besoins de la présente norme, le terme END sera utilisé et il sera considéré comment l’équivalent de CND et END. En Europe le terme “agrément” est utilisé pour désigner une attestation écrite par un employeur déclarant qu’une personne a satisfait à des exigences spécifiques et qu’elle est titulaire de l’agrément d’exploitation. La certification conformément à l’EN ISO/CEI 17024 n’est pas exigée par la présente norme sauf spécification contraire par des exigences locales ou réglementaires. Le terme “certification” tel que défini au 3.1 est utilisé tout au long de la présente norme en remplacement du terme “agrément”. Sauf indication contraire dans la procédure écrite, la certification conformément à la présente norme inclut l’agrément d’exploitation. La présente norme s’applique aux personnels utilisant les méthodes END pour contrôler et/ou accepter des matériaux, des produits, des composants, des ensembles ou des sous-ensembles. Elle s’applique aussi au personnel directement responsable de l’adéquation technique des méthodes END utilisées, qui rédige des procédures et/ou des instructions de travail END, audite des installations END ou fournit un soutien ou une formation technique END. Elle ne s’applique pas aux personnes qui n’ont qu’une autorité administrative ou de surveillance sur le personnel END ou le personnel de recherche développant la technologie END pour mise en oeuvre ultérieure et un agrément par un Niveau 3 certifié. Le personnel réalisant des contrôles spécialisés en ayant recours à des instruments à lecture directe déterminé par un Niveau 3 certifié dans la méthode, ne nécessite pas de qualification ni de certification.

Standard Guide for  the Selection, Training and Qualification of Nondestructive  Assay (NDA) Personnel

This guide contains good practices for the selection, training, qualification, and professional development of personnel performing analysis, calibration, physical measurements, or data review using nondestructive assay equipment, methods, results, or techniques. The guide also covers NDA personnel involved with NDA equipment setup, selection, diagnosis, troubleshooting, or repair. General guidelines for the selection, training, and qualification of NDA auditors are included as well, but at a lower level of detail due to the variability of the personnel’s responsibilities performing this functions. Selection, training, and qualification programs based on this guide are intended to provide assurance that NDA personnel are suitably qualified and experienced personnel (SQEP) to perform their jobs competently. This guide presents a series of options but does not recommend a specific course of action.

This standard guide does not address the qualifications per se of an NDA Manager. However, it is expected that the NDA Manager is familiar with NDA techniques, and can make informed decisions on the acceptability of the assay results. If an NDA Manager does not have adequate technical qualifications in the NDA field, they are recommended to undergo training to gain familiarity in this area. </p> <p class="ParagraphLevel">An NDA Manager with no relevant NDA experience should have access to a Senior NDA Professional who will give guidance for all technical decisions such as applicability and limitation of methods, reasonableness of results, needed upgrades and advantageous development investments.

Non-destructive testing - Qualification and certification of NDT personnel

This International Standard specifies requirements for principles for the qualification and certification of personnel who perform industrial non-destructive testing (NDT).

The system specified in this International Standard can also apply to other NDT methods or to new techniques within an established NDT method, provided a comprehensive scheme of certification exists and the method or technique is covered by International, regional or national standards or the new NDT method or technique has been demonstrated to be effective to the satisfaction of the certification body.

The certification covers proficiency in one or more of the following methods: a) acoustic emission testing; b) eddy current testing; c) infrared thermographic testing; d) leak testing (hydraulic pressure tests excluded); e) magnetic testing; f) penetrant testing; g) radiographic testing; h) strain gauge testing; i) ultrasonic testing; j) visual testing (direct unaided visual tests and visual tests carried out during the application of another NDT method are excluded).

NAS certification and qualification of nondestructive test personnel

This standard establishes the minimum requirements for the qualification and certification of personnel performing nondestructive testing (NDT), nondestructive inspection (NDI), or nondestructive evaluation (NDE) in the aerospace manufacturing, service, maintenance and overhaul industries. For the purposes of this standard, the term NDT will be used and will be considered equivalent to NDI and NDE.

In Europe, the term "approval" is used to denote a written statement by an employer that an individual has met specific requirements and has operating approval. Certification per EN ISO/IEC 17024 is required by this standard when specified by local or regulatory requirements. The term "certification" as defined in 3.1 is used throughout this standard as a substitute for the term "approval." Except when otherwise specified in the written practice, certification in accordance with this standard includes operating approval.

This standard applies to personnel using NDT methods to test and/or accept materials, products, components, assemblies or sub-assemblies. This standard also applies to personnel:

  • directly responsible for the technical adequacy of the NDT methods used,
  • who approve NDT procedures and/or work instructions,
  • who audit NDT facilities, or
  • who provide technical NDT support or training.
This standard does not apply to individuals who only have administrative or supervisory authority over NDT personnel or to research personnel developing NDT technology for subsequent implementation and approval by a certified Level 3. Personnel performing specialized inspections using certain direct readout instruments as determined by a Level 3 certified in the method, do not require qualifications or certification to this standard.
