The Honolulu (HI) Board of Water Supply (BWS), a semi-autonomous agency of the city and
county of Honolulu, provides municipal water to meet the domestic needs and fire protection for
the island of Oahu. Recently, the BWS initiated
a five-year QUEST (Quality Utility Employees Succeeding Together) program. The QUEST
program involves changing the work practices, organization processes, structures, and jobs,
and technologies in order to competitively position itself for the future as a world-class
organization, and to provide better products and services to customers. In realigning the
organization and its work practices, BWS leadership realized that the Human Resources (HR)
department programs needed to be redesigned to be agile and responsive to a dynamic
business environment.
There were three phases to the design project. Phases I and II were completed with employee
teams designing broad career bands for certain jobs. Phase III focused on Performance
Management.
This paper provides a detailed account of the HR reengineering process, results, and a
description of the HR Flexible Design Project process and resulting design plans. Includes figures.
