This IRS replaces the provisions of Report B 126/RP 18 and Technical Document B 126/DT 408, and those sections of UIC Leaflet 541-3 dedicated to the UIC certification of friction test benches. This IRS describes the procedure by which UIC certification may be obtained by friction test benches for the testing of brake pads or brake blocks against UIC Leaflets 541-3 or 541-4. For the approval of the wheel against UIC Leaflet 510-5 (or EN 13979-1), the requirements of Report B169/RP21 must also be met, but are not part of this IRS. The purpose of this IRS procedure is to take full account of the progress made in the control and processing of measurement values, and of the performance levels achieved by modern test benches. The conditions governing the award of a UIC Label are described in UIC Leaflet 541-00. The friction test benches meeting the conditions of this IRS are listed in Appendix I on the UIC website: (www.uic.org/catalog).
