An International Railway Solution (IRS) is a document drawn up by consensus and applied on a voluntary basis which aims to facilitate and harmonise railway operation. IRSs are gradually replacing UIC leaflets. This IRS sets the requirements for the composition and braking of cross border freight trains according to their braking regime and maximum speed, to speed up operations at borders and transfer points. A method for the statistical analysis of the safety level of new train compositions in comparison with the existing safety level is described in Appendix B - page 17. The goal of this method is to create a harmonised approach for the definition of composition rules and to unify national authorisations.
