Four laboratories participated in the ruggedness testing portion of this investigation. The ASTM D 3039 Tensile Test method was used to test four composite materials including a glass/epoxy uni-tape, carbon/toughened epoxy uni-tape, aramid/epoxy fabric and a glass/epoxy uni-tape which is believed to be strain rate sensitive. These materials were tested at a variety of different lay-ups and specimen configurations to accomplish the stated objectives. Laboratories were requested to provide failure strength, failure strain and chord modulus data for each of the specimens tested by their facility. The interlaboratory study portion of this investigation was conducted using the ASTM D3039 Tensile Test method on six composite materials in a variety of lay-up configurations. The materials tested included: IM-6/3501-6 uni-tape, glass/epoxy uni-tape, carbon/toughened epoxy fabric, Toray carbon/epoxy uni-tape, Toho carbon/epoxy uni-tape and glass/polypropylene unitape. An average of five replicates per test condition were tested by the participating laboratories. The number of participating test laboratories ranged from five to nine depending on the material type. Laboratories were requested to provide failure strength, failure strain, chord modulus and failure mode for each of the specimens tested at their facility. There are two laboratory tests available for the determination of High Temperature Deposits. The tests are the Thermo-Oxidation Engine Oil Simulation Test (TEOST) and the Hot Tube Test (HTT). This report describes three interlaboratory studies that were conducted to determine the precision of the methods. The first study is a preliminary (first) round robin held in February 1995, on the TEOST. Three reference oils were analyzed by seven participating laboratories. The second study is a full (second) round robin on the TEOST held in June 1995. Nine laboratories participated by analyzing seven reference oils. The third study in this report is a round robin on the HTT. The same seven reference oils used in the second TEOST round robin were analyzed by ten participating laboratories.

A test program was completed to measure the residual unsaturation in HNBR by iodine number and infrared spectrophotometry. This report deals with the iodine number approach only. Seven laboratories tested three different HNBR samples with unsaturation levels of <1%, approximately 2% and approximately 5% were used. The iodine results were measured in duplicate on two difference days.

An interlaboratory comparison was undertaken by the ASTM Task Group responsible for C167, Standard Test Methods for Thickness and Density of Blanket or Baty Insulations. The purpose of this study was two-fold: determination of the most appropriate batt selection method and the development of a Precision and Bias statement. A pilot study revealed the need to revise the current batt selection technique for assessing the average recovered thickness for a package. This technique was shown to be a consistent underpredictor of package thickness, due to an overemphasis on pieces close to the outside edges of a package. The effect of end-compression was cited in the study as one which plays a significant role in the accuracy of a selection method. While the current ASTM selection method overaccounts for this phenomena by selecting the two end pieces as part of the 5-batt test sample, the previous study also showed that it is also possible to underaccount for end-compression and over-predict the average package thickness.

An interlaboratory testing program was organized by the Metals Property Council to determine the precision for E21, Standard Practice for Elevated Temperature Tension Testing of Materials. The details of the test program are given in Appendix I. Basically, four alloys were selected that would give a wide range of properties at elevated temperature. The materials were a low carbon steel, a 2-1/4 Cr - 1 Mo ferritic alloy, Type 304 stainless steel, and A-286, a precipitation hardening high temperature alloy. The tension tests were run at 600�,F and 1100�,F with three replicate specimens. For each test the 0.2% offset yield strength, ultimate tensile strength, percent elongation, and percent reduction of area were measured. This report presents the results of this study and the statistical analysis made according to ASTM E691, Standard Practice for Conducting an Interlaboratory Test Program to Determine the Precision of Test Methods. Based on the statistical analysis, a precision statement was written for the test method described in ASTM E21. The proposed precision statement is attached as Appendix II.

This study involves two methods for determination of chloride in 50% NaOH. The purpose of the study was to evaluate these two methods as more modern and objective approaches compared to the classical method existing in E-291 of Volume 15.05. These two electroanalytical procedures to be investigated involved potentiometric titration with silver nitrate and ion selective electrod potentiometry, respectively. It was anticipated that these procedures would allow determination of chloride in 50% NaOH (and KOH), at much lower levels of chloride as exist in Mercury Cell NaOH, for example. Another anticipated advantage was that the existing classical titration already on the books would be replaced with the new methods which involve no subjective judgement regarding a visual end point determination. Finally, it was hoped that cost of apparatus and instrumentation would not be prohibitive for implementing the two new procedures.

The purpose of this report is to report estimates of single-operator (i.e. within laboratory) precision and multilaboratory (i.e. between laboratory) precision, as defined in paragraphs 6.2 and 6.3 of ASTM C 802- 87, for the proposed pozzolanic-activity-with-cement test that has been under development in ASTM C09.03.10. Data were derived from the results of two interlaboratory studies. These studies are the last two in a series of five and were conducted with the method in its currently proposed form. The first three studies were developmental, consequently do not represent the currently proposed form and were not useful for precision estimates. Part 4 of the interlaboratory study was completed in 1987, Part 5 was completed in 1988. The data were analyzed according to ASTM C 802-87. The precision statement was prepared according to ASTM C 670-87. Part 4 of the interlaboratory study included three fly ashes: a Class C fly ash, a Class F fly ash, and an unclassified Class F fly ash. The latter material was known, from other experience, to perform poorly and was included to verify that the proposed method would be sensitive to such a material. Twelve laboratories participated in this study. Part 5 of the interlaboratory study included one Class C fly ash and one Class N pozzolan. Eight laboratories participated. Test ages were 7 and 28 days in both studies.

The purpose of this round robin was to develop a new precision and bias statement for E96. This round robin included both thin films and thick materials, representing both low and high perm values. The object of the research being described in this report was two-fold: (l) establish a precision and bias statement for the test method and (2) seek another standard reference material (SRM) to replace the 1 mil thick polyethylene terephthalate film previously used in Standard C 677 to obtain average exposure conditions surrounding test specimens being used in this test method.
