Preface This is the second edition of CSA Z1007, Hearing loss prevention program (HLPP) management . It supersedes the previous edition published in 2016. This new edition contains major changes in all aspects of HLPP (see Clauses 1 to 13). CSA Group acknowledges that the development of this Standard was made possible, in part, by the financial support of the Canadian Association of Administrators of Labour Law - Occupational Safety and Health (CAALL-OSH), including Provincial and Territorial Governments, as well as the Government of Canada. CSA Group is solely responsible for the content of this Standard, and CSA Group and the funding bodies disclaim any liability in connection with the use of the information contained herein. This Standard was prepared by the Technical Committee on Occupational Hearing Conservation under the jurisdiction of the Strategic Steering Committee on Occupational Health and Safety, and has been formally approved by the Technical Committee. This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group. Scope 1.1 Inclusions This Standard specifies requirements for the management of hearing loss prevention programs (HLPPs) designed to protect workers from occupational hearing loss. Following the principles set out in CSA Z45001, this Standard specifies requirements for a) management commitment, leadership, and participation (Clause 4.3), b) assignment of roles and responsibilities (Clause 4), c) identification and quantification of noise hazards (Clause 5), d) selection and application of controls (Clause 6), e) provision of protection (e.g., HPDs) (Clause 7), f) provision of hazard communication signage (Clause 9), g) training (Clause 10), h) monitoring, and measurement (e.g., noise exposure and audiometric testing) (Clauses 8, 12, and 13), i) record keeping (Clause 11), and j) continuous improvement and management review (Clause 12.1). 1.2 Related Standards This Standard is intended to be used with related occupational or technical Standards (see Figure 3), as follows: a) CSA Z94.2, Hearing protection devices, b) CSA Z107.56, Measurement of noise exposure, c) CSA Z107.58, Noise emission declarations for machinery, d) CSA Z107.6, Audiometric testing for use in hearing loss prevention programs, e) ISO 5349-1, Mechanical vibration - Measurement and evaluation of human exposure to hand-transmitted vibration - Part 1: General requirements, and f) ISO 2631-1/AMD 1, Mechanical vibration and shock- evaluation of human exposure to whole-body vibration - Part 1: General requirement - Amendment 1. 1.3 Exclusions The following subjects are not specifically addressed in this Standard: a) psychological and other non-auditory health effects, and b) non-occupational exposure except as it contributes to occupational exposure. 1.4 Terminology In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Standard, "should" is used to express a recommendation or that which is advised but not required, and "may" is used to express an option or that which is permissible within the limits of the Standard. Notes accompanying clauses do not include requirements or alternative requirements, the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
