The City of Los Angeles has long recognized the issues inherent to the productive utilization of its information systems and in response, has taken a novel approach to the implementation of its industrial pretreatment and stormwater enforcement systems for its Industrial Waste Management and Watershed Protections Divisions, which is to use the same system. Following thorough individual needs assessments, the City recognized the overall benefits that could be derived from the shared use of these otherwise, and usually different, technology applications and business processes. Through data sharing, improved and cross-functional training, the sharing of inspection activities and the use of a single system, the City of Los Angeles has recognized many efficiencies and has reduced the capital cost of their information systems delivery and maintenance. These activities were not without some give-and-take, however, the overall benefit to the City and its citizens demanded the Divisions to work cooperatively to align their overall processes. This paper presents positive impacts as well as lessons learned for other utilities seeking similar improvement in their business operations. Includes figures.
