This part of the DIN 19698-series is used for sampling hot spots. Hot-spot sampling is not subject to conventional sampling and planning must be implemented operationally on-site. The procedure depends on the population the hot-spot is identifiable of and the soil characteristic distribution. Therefore, special requirements must be made to the sampler. This part is for the detection and characterization of hot-spots within a population. The objection is to capture the maximum concentration of a feature (pollutant) with the most possible accuracy. Hot-Spots, as defined in this standard are organoleptically more or less clearly identifiable areas within populations whose characteristic values (in general, contaminant levels) are significantly above average values of the considered population. Therefore, the requirements of labor protection for works in contaminated areas have to be taken into account. The 'hot-spot' investigation provides: - preparation of risk evaluations, e. g. to preserve evidence for unapproved or unpermitted deposited materials (e. g. hazardous wastes in municipal waste), - identification of unknown substances/wastes, or - hazards prevention respectively saving of evidence, for e. g. unknown and/or illegally deposited materials. This standard cannot be applied for basically characterization of the population.
