International Principles and Customer Views on Utility Rate Structures

The objectives of this project were to improve awareness within the U.S. water industry of the general principles at play in utility companies around the world regarding rate setting and assessment. The research incorporates four international case studies, three covering the
water industry, and one covering the electrical industry. These case studies were
selected for several reasons, including:
relevance to the study (i.e. in meeting the research objectives),
diversity of country characteristics (e.g. industry structure, regulatory regime,
geography, population, cost of living, labor, access to capital, etc.),
access to utilities/availability of information, and, experience/knowledge of research teams in the case study countries.
For each case study area, the research team conducts an in-depth investigation
and evaluation of the different methods and components that are used to allocate costs
and develop rates. This includes the preparation and execution of customer surveys in
selected regions for each case study.
The purpose of this paper is to present some of the early findings of this project with a
specific focus on two of the international water industry case studies:
the United Kingdom, and,
Colombia. Includes tables, figures.
